Who Declares a Formation?
RSM requires that the criteria and the authority for declaring a Formation be explicit and auditable, but prescribes no universal threshold. Readiness is Wellzai's judgement; establishment is an authorized act. Who holds that authority among many parties is still open.

At some point an arrangement stops being a possibility and becomes a thing in the world, with its own identity and its own history. Someone has to say so. The question is who.
The Regenerative Systems Model (RSM) is precise about everything around that moment and deliberately restrained at its centre. A Configuration is computed possibility; a Formation is an established arrangement, reached only through commitment and an authorized act. Commitments carry an arrangement across the line as they accumulate, as conditions are met and as dependencies close. Wellzai's formation design, which is specified rather than built, lets Wellzai evaluate whether enough of a configuration has become real and, once the conditions are satisfied, generate a formation-ready recommendation or, where authorized, initiate the act that establishes the Formation. But readiness is Wellzai's judgement, and RSM is explicit that formation readiness is not Formation.
On the threshold itself, RSM prescribes no universal numerical rule. Sufficiency varies by domain and intent: for one formation, buyer and producer commitments may be enough; another may need financing, a processing reservation or regulatory approval first. What the model does require is that the criteria, and the authority responsible for declaring Formation, be explicit and auditable.

Possibility is not agreement
Where possibility becomes organized reality
A proposed arrangement and an established one can look identical on a screen. They are different states.
Wellzai
Configuration ≠ Formation
One is computed. The other is established.
The difference is who acted, not how complete the diagram looks.
Configuration and Formation
What it is
A hypothetical arrangement that could satisfy an intent
An established arrangement with its own identity
How it comes about
Derived by reasoning
Established by an authorized act
What it accumulates
Provenance of the reasoning
Its own biography
What carries it across
Commitments keep their conditions
A conditional commitment is never silently promoted because an optimizer expects its conditions to be met.

Readiness is a judgement. Establishment is an act.
Wellzai may judge readiness. Only authorized parties establish a Formation.
Rendering diagram…
No Formation exists before the authorized act.
Criteria are explicit and vary by intent. The RSM sets no universal threshold, but requires that the criteria and the authority declaring a Formation be explicit and auditable. Who holds that authority among many parties is still open.
The boundary
Wellzai may propose. It may not agree for anyone.
The boundary is designed to be proven by test, not stated as policy.
Discover, evaluate, configure, identify gaps, develop pathways.
Recommend, request, coordinate, learn.
Make a commitment for a participant.
Establish a Formation.
Grant authority or disclose protected information.
Participants determine what they will commit
A recommendation is not a commitment, and readiness is not a Formation.
Wellzai may propose what should come together; Participants determine what they will commit.
- CONFIGURATION ≠ FORMATION
- RECOMMENDATION ≠ COMMITMENT
- READINESS ≠ ESTABLISHMENT
The implication is that a formation system's most important output may be a well-founded "ready", handed to whoever holds the authority, rather than an act it performs itself.
The open question is one the sources leave genuinely open. In a two-party agreement, the parties declare it. In a many-party arrangement of producers, a buyer, a lender, a processor and perhaps a cooperative acting for its members, who holds the authority to declare that the Formation exists? Each party for its own part, one designated party for all, or a rule the parties agree in advance? The model insists that the answer be explicit. It does not yet say what the answer is.
